This paper evaluates the implication of administrative structures and appointment practices on service delivery in the county governments of Kenya. The available literature on appointment an administrativestructure in county government is reviewed. The findings show that despite clear legal guidelines on appointments and administrative structure, most of the counties are faced with various administrative challenges. The appointment procedures are not followed to the letter in most Counties. Nepotism, tribalism, corruption, and favoritism were found to be prevalent in all the 47 county governments, especially appointments of county staffs and awarding of tenders.
