The devolved functions have been facilitated by transfer of funds and enactment of various laws. One of the functions of County Government is provision of health services. The County leaders lack objectivity and impartiality in decision making thus decisions on how much to allocate to the health sector in each sub-county is marred with subjectivism and partiality.
