Background: A strong referral system enables a country to provide quality healthcare to its citizens in a quite affordable and efficient way. Most of the third world countries do have referral system in place but unfortunately most of them do not operate in the desired way that they were initially designed to deliver health service provision. Despite the many initiatives already rolled out, the tertiary referral facilities in Kenya still remain congested with wrong category of patients seeking primary health care thus leading to slow service delivery and a compromised quality. Kisumu County referral hospitals too face these challenges on the implementation of the referral strategy. Download
