This paper reports on a component of a doctoral study to explore the relationship between the community capitals and level of parental participation in primary education in Migori County, Kenya. The paper focuses on the human capital, which is one of the community capitals. A questionnaire was used to collect data from 436 parents of children learning in 16 primary schools. The reliability and the construct validity of the questionnaire weres ascertained through the Cronbach’s Alpha test and Exploratory Factor Analysis, respectively.
